Abstract

Addressing Urban and Rural Development currently involves understanding the need to approach the subject from a new perspective that allows understanding the new relationships between these fields, and also to find out new approaches and proposals. The new determinants of global networking with high potential of interaction and information have permitted to approach rural and urban concepts from another perspective, with new interdependence relationships, where urban and rural dichotomy, before obvious, today is diluted in a redefinition of significances. In addition, understanding that urban and rural development is territorial with complex characteristics that requires a multidimensional view. In this sense, Rural Development is understood from this new approach, where the rural expands, becomes more complex and is re-conceptualized in its relationship with the urban. This has determined that, based on European experiences, a series of new proposals, still in progress, have been developed in Latin America, (The New Rurality), which aims to address rural development through the recognition (among others) of this rural new conceptualization.
